Key Accomplishments
- Spearheaded the completion and launch of the ARREST Agenda for Inclusive Development (AAID) — Liberia's national development plan 2025-2029 — and the 15 County Development Agenda (CDA).
- Coordinated Liberia's selection for eligibility under the Millennium Challenge Corporation (MCC) compact.
- Under his leadership, for the first time the national budget was passed before the commencement of the fiscal year.
- As Minister of Finance (2008-2012): led Liberia to the HIPC Completion Point in 2010, triggering cancellation of nearly US$5 billion in external debt including 100% Paris Club cancellation.
- Served as Liberia's Governor at the World Bank, AfDB and IMF, and chaired the AfDB Constituency for Liberia, Ghana, Gambia, Sudan and Sierra Leone.
- Mobilized ~US$250M to pave the Redlight–Gbarnga–Guinea border road and secured funding for the Monrovia–Buchanan Highway.
- Drove passage of Liberia's Public Financial Management (PFM) Law in 2009 and adoption of accompanying regulations in 2010.
- Introduced IFMIS to automate government budgeting and expenditure, IPSAS accounting standards, and Direct Deposit salary payments.
- As Foreign Minister: negotiated US$60M China grant for the Ministerial Complex and US$50M Japan tranche for Somalia Drive expansion; advocated globally for Liberia's Ebola response.
- As AfDB Uganda Country Manager: grew the Uganda portfolio by ~US$600 million during a four-year tenure.
